摘　　要：《区域全面经济伙伴关系协定》(Regional Comprehensive Economic Partnership,RCEP)关于数字贸易准则内容主要包括电子商务、金融服务、电信服务、资金投入和知识产权的管理等层面,明确了缔约方对数字经济贸易领域合作发展的一致目标,旨在保证各成员国基础安全的条件下快速推进数字贸易建设。该条约以对外开放理性务实的作风促进了亚太范围内数字统一意见。我国国内的自由贸易试验区进入了数字经济贸易和信息化发展建设明显特性的新阶段。浙江自贸试验区于2017年4月1日正式挂牌,身为国家改革开放区,发展数字贸易的专业技术、相关产业和配套设施等要素资源禀赋非常扎实,紧扣RCEP正式签订带来的数字贸易活动服务便利化、跨境数据流动、个人隐私信息保护等数字贸易往来规则发展的新时机,充分运用“自贸实验区”“综试区”和“示范区”具体的政策叠加优势,研究和探讨浙江借助自贸试验区的发展为着力点,更进一步地推动数字贸易,以持续指引经济高效益发展。The Regional Comprehensive Economic Partnership(RCEP)guidelines on digital trade mainly cover e-commerce,financial services,telecommunication services,financial inputs,and management of intellectual property rights,and specify the parties’cooperation and development in the field of digital economy and trade.It aims to promote the rapid development of digital trade while ensuring the basic security of each member country.The treaty promotes digital harmonization within the Asia-Pacific region rationally and pragmatically that is open to the world.China’s domestic pilot free trade zones have entered a new phase of digital economy trade and information technology development and construction with obvious characteristics.Zhejiang’s pilot free trade zone was officially launched on April 1,2017,as a national reform and opening area;the development of digital trade expertise,related industries and supporting facilities and other factors are very solidly endowed,closely following the formal signing of RCEP brought about by the facilitation of digital trade activities services,cross-border data flow,personal privacy information protection and other digital trade exchange rules development.Taking full advantage of the policies of the pilot free trade zone,comprehensive pilot zone and demonstration zone,we will study and explore the development of Zhejiang’s pilot free trade zone as a focus to further promote digital trade to continue to guide the efficient development of the economy.
