摘　　要：中国基层治理逻辑经历了从传统“社会主导的双轨治理”到当前“行政主导的双轨治理”的重大转变。新时代“行政主导的双轨治理”主要表现为自上而下的国家介入(大治理)与自下而上的社会再造(小治理)的同步推进、共同强化,国家介入主要包括纵向派驻、横向扩张、全面渗透等三种机制,社会再造主要包括主体培育、平台搭建、活力激发等三种机制,同时行政轨道和社会轨道的互动关系存在两种面相,从表层看是相互合作,从深层看则存在张力。新时代中国基层治理需要更好地实现行政轨道和社会轨道的良性互动、相互赋权、动态平衡,从而迈向二元合一的基层治理新境界。The logic of grassroots governance in China has undergone a significant transformation from traditional"socially-driven dual-track governance"to the current"administrative-led dual-track governance".The"administrative-led dual-track governance"in the new era is primarily characterized by the synchronized and strengthened advancement of top-down state intervention(macro governance)and bottom-up societal reconstruction(micro governance).State intervention mainly includes three mechanisms:vertical deployment,horizontal expansion,and comprehensive penetration.Social reconstruction mainly involves three mechanisms:subject cultivation,platform building,and vitality stimulation.Simultaneously,the interaction between the administrative track and the societal track presents two aspects,with mutual cooperation on the surface and tension on the deep level.In the new era,China's grassroots governance needs to achieve better interaction,mutual empowerment,and dynamic equilibrium between the administrative and social tracks,moving towards a new realm of integrated grassroots governance.
