摘　　要：本研究对中国种子市场的监管现状和问题进行了分析,并提出了解决策略。首先介绍了中国种子市场的重要性和监管的必要性,强调了种子市场对粮食安全和农业可持续发展的关键作用。然后对中国种子市场监管现状进行了概述,包括监管体制和法规、监管机构职责和权力,以及现有监管措施的有效性和不足之处。接着详细讨论了种子市场存在的问题,包括假冒伪劣种子的泛滥、种子质量和安全问题,以及监管缺乏标准化和规范化、缺乏监管机构间的协调与合作等。最后,提出了解决种子市场监管问题的策略,包括强化监管机构的职责和权力、建立完善的监管体系和标准,加强监管机构间的协调与合作,以及加强社会参与和公众意识。本研究结论指出,解决种子市场监管问题对于保障粮食安全和农业可持续发展至关重要,需要政府、企业、农民和社会各界的共同努力。This research analyzes the current status and issues of seed market regulation in China and proposes strategies for their resolution.Firstly,the importance and necessity of regulating the seed market in China are introduced,emphasizing its critical role in food security and sustainable agriculture.The current state of seed market regulation is outlined,including regulatory systems and regulations,the responsibilities and powers of regulatory agencies,and the effectiveness and shortcomings of existing regulatory measures.The problems in the seed market are then discussed in detail,including the proliferation of counterfeit and substandard seeds,seed quality and safety issues,the lack of standardization and regulation,and the lack of coordination and cooperation among regulatory agencies.Finally,strategies for addressing these issues are proposed,such as strengthening the responsibilities and powers of regulatory agencies,establishing a comprehensive regulatory system and standards,enhancing coordination and cooperation among regulatory agencies,and increasing public participation and awareness.The research concludes that resolving seed market regulation issues is crucial for ensuring food security and promoting sustainable agriculture,requiring collective efforts from the government,enterprises,farmers,and society at large.
