摘  要:基于投入产出框架设计效率测算的指标体系,构建两阶段动态SBM-DEA模型,测度中国临港工业整体效率、政府管理阶段效率和工业生产阶段效率,梳理整体效率与阶段效率的关系,并利用标准差椭圆模型揭示中国临港工业海洋资源利用效率的时空演变特征。研究表明:①2012—2019年,我国11个沿海省市临港工业海洋资源利用效率呈现高水平基础上小幅度下降趋势,地区间存在空间差异性;②我国11个沿海省市政府管理阶段效率和工业生产阶段效率整体均处于较高水平,研究期内工业生产阶段效率小幅度降低,政府管理阶段效率有所提升;③政府管理与工业生产效率协同度与海洋资源利用效率具有正相关性;④中国临港工业海洋资源利用效率呈现较强的空间聚集性,2012—2019年间重心逐步向西南方向移动。各沿海省市有所区别和侧重地在政府管理阶段和工业生产阶段进行投入,有助于提高中国临港工业海洋资源利用效率。Based on the index system of input-output framework design efficiency measurement,a two-stage dynamic SBM-DEA model was constructed to measure the overall efficiency of China′s near-port industry and the efficiency of government management stage and industrial production stage,meanwhile sorting out the relationship between the overall efficiency and the stage efficiency.The standard deviation ellipse model was used to reveal the spatio-temporal characteristics of the utilization efficiency of industrial marine resources in China′s near-port industry.The results showed that:①From 2012 to 2019,the utilization efficiency of near-port industrial marine resources in 11 coastal provincial-level regions in China reached a high level but showed a small downward trend.At the same time,there were regional differences among provincial-level regions.②The efficiency of government management and industrial production in 11 coastal provincial-level regions were at a high level as a whole.During the study period,the efficiency of industrial production stage decreased slightly,while the efficiency of the government management stage improved.③There was a positive correlation between government management and industrial production efficiency and marine resource utilization efficiency.④The utilization efficiency of marine resources in China′s near-port industries shows strong spatial aggregation,and the center of gravity gradually moves to the southwest from 2012 to 2019.The input of coastal provincial-level regions in government management stage and industrial production stage should be different and focused.
