基于旅游警察制度的旅游市场乱象治理路径研究

摘　　要：旅游警察制度建立以来,虽一定程度上改善了旅游乱象,但侵犯游客权益的行为仍时有发生。汇总对比国内外不同旅游警察机关的成立时间、队伍建设、职责特色,重点分析我国旅游警察机关的建设现状。通过案例研究和对比分析,发现我国旅游警察存在定位不明、发展不均衡、应急处突能力不足的问题并据此提出改进措施。结果表明:应当进一步完善旅游警察机关的法律授权和保障制度,提高队伍的整体素质,加强国内外旅游警察的经验交流,创新科技警务发展。Since the establishment of the tourism police system,although the tourism chaos has been improved to a certain extent,violations of tourists′rights and interests still occur from time to time.This paper summarized and compared the establishment time,team construction and responsibility characteristics of different tourism police organs at home and abroad,and focused on the analysis of the current situation construction of tourism police organs in China.Through studying cases and comparing analysis,it was found that there were some problems in China′s tourism police,such as unclear positioning,uneven development and lack of emergency response capacity,and improvement measures were proposed accordingly.The results show that the legal authorization and guarantee of tourism police organs should be further improved;the overall quality of the team should be improved;the communication of tourism police at home and abroad should be strengthened;and the development of science and technology policing should be innovated.
