京津冀地区试点城市垃圾分类政策效能评价

摘　　要：以京津冀地区4个试点城市的14项垃圾分类政策为研究对象,运用PMC指数模型对政策进行效能评价,研究得出:(1)14项垃圾分类政策的总体一致性评价等级为优秀;(2)政策对内容环节、保障手段和覆盖范围的支持力度还有待提高;(3)部分政策内容环节的欠缺体现在源头减量方面,保障手段的不完善则涉及资金资助、技术创新、法律责任和奖励机制,政策覆盖范围忽略了农村地区。基于以上,提出充实内容环节、完善保障手段和扩大覆盖范围的建议。This study takes 14 waste classification policies of 4 pilot cities in Beijing-Tianjin-Hebei region as the research object,uses PMC index model to evaluate the effectiveness of the policy.The research draws the following conclusions:(a)The overall consistency evaluation grade of the 14 garbage classification policies is excellent.(b)The policy's support for content links,safeguard means and coverage needs to be improved.(c)The lack of some policy content links is reflected in the source reduction;The imperfection of safeguard means involves financial support,technological innovation,legal responsibility and incentive mechanism;Rural areas are also neglected for the policy coverage.Put forward suggestions to enrich content links,improve guarantee means and expand coverage.
