摘　　要：培养高质量来华留学生是开展对外教育交流与合作、培养共建“一带一路”急需人才、支持沿线国家高层次国际化人才发展的重要途径。随着高等教育国际化的不断深入,如何提高国际化人才培养质量,服务国家“一带一路”发展建设的研究具有十分重要的意义。结合所需来华留学人才类型和特征,从政策、设施建设、贸易往来及资金融通等角度,提出提高生源质量、打造对应优秀团队及强化合作办学机制等措施与建议,促进国际化人才培养质量的提升。Cultivating high-quality overseas students is an important way to carry out foreign education exchanges and cooperation,cultivate urgently needed talents for the joint construction of the the Belt and Road,and support the development of high-level international talents in countries along the Belt and Road.With the increasing internationalization of higher education,the study on improving the quality of international talent training and national development strategy of the Belt and Road is of great significance.On basis of characteristics of the talents needed,countermeasures are proposed including quality of sources,excellent teaching team and mechanisms of school-enterprise cooperation from the perspective of policy,facility construction,trade and financing.
