摘　　要：创造性的科研工作是促进国家科技发展的核心,推动新时代科研人员心无旁骛地开展探索性科研活动是新形势下国家发展的必然要求。为赋予科研人员更大的经费使用自主权,国家自然科学基金委员会按照政府工作报告要求,在广泛调研、充分论证的基础上,在国家杰出青年科学基金中率先启动经费使用“包干制”试点工作并积极推动落实。本文通过问卷调研的方式,收集试点过程中一手数据资料,及时了解政策改革推进情况,掌握改革成效,系统分析“包干制”政策落实中存在的问题。立足科研活动全链条,为经费使用“包干制”政策改进和实施提出建议,为推动赋予科研人员更大经费使用自主权相关政策的制定和优化提供经验和决策依据。Creative scientific research is the core of promoting national science and technology development.Promoting scientific researchers in the new era to carry out exploratory scientific research activities without distractions is an inevitable requirement for national development in the new situation.In order to give researchers greater autonomy in the use of funds,the National Natural Science Foundation of China,in accordance with the requirements of the government work report,on the basis of extensive investigations and full demonstration,has took the lead in launching the pilot work of using the“contract responsibility system”of national science fund for distinguished young scholars.It collected the first-hand data in the pilot projects by questionnaire survey,timely understood the progress of policy reform,mastered the reform effects,and systematically analyzed the problems.Based on the whole chain of scientific research activities,it provided suggestions for the improvement of the“contract responsibility system”policy,and experience and decision-making basis for the formulation and optimization of related policies that give researchers greater autonomy in the use of funds.
