摘　　要：对于作为所有技术问题总机关的基础研究,目前国内的相关研究较少从宏观政策方面系统、全面地论述,特别是针对实际行动层面的系统讨论。鉴于此,梳理我国中央和地方出台相关政策,总结得出世界科技强国发展基础研究的六方面共性特征,比较发现我国当前基础研究发展存在组织攻关模式单一、好奇心驱动的研究项目布局不足、非共识和颠覆性项目组织管理匮乏、人才发展环境受限、考核评价机制不完善与开放合作交流受阻等六大问题,基于此提出强化建制化攻关组织模式、设置自由探索式研究项目、制订新管理机制、营造稳定人才成长氛围、探索适合的考核评价制度、完善开放合作机制等加强我国基础研究的六点对策建议,为促进我国全面提升基础研究水平、实现科技自立自强提供参考。For basic research as the general headquarters of all technical issues,there are currently few domestic studies that systematically and comprehensively discuss from the macro policy level,especially systematic discussions on the practical action level.In view of this,this paper summarizes the basic research relevant policies issued by China's central and local governments,sums up six common characteristics of basic research development from the science and technology powerful countries in the world,and finds the current development status and shortcomings of basic research in China,such as single organization model,insufficient project layout,lack of management,limited talent development,imperfect evaluation mechanism and blocked cooperation.Based on the findings,it puts forward six suggestions to provide reference for promoting the comprehensive improvement of the basic research level of China and achieving self-reliance and self-improvement in science and technology,which includes strengthening the organizational model,setting up free exploratory research projects,formulating new management mechanisms,creating a stable atmosphere for talent,exploring appropriate assessment and evaluation systems,and improving the open cooperation mechanism.
