摘　　要：新型研发机构国际化是复杂社会经济技术环境下的非结构问题,现有研究对其评价关注不多,不利于新型研发机构国际化进程的推进。鉴于新型研发机构的多主体联合共治、多功能融合等特性及其国际化的复杂性,通过梳理借鉴新型研发机构、传统研发机构、企业和高校教育等已有相关国际化指标,基于软系统方法论,从顶层战略出发,通过调查分析,在综合考虑受益者、执行者、转化过程、价值导向、决策者、环境限制六大要素的基础上,构建涵盖战略设计、资源流动、活动举办与参与、机构投资、科技成果发表、国际专利申请等核心内容的顶层模型,并逐层分析得出实现战略目标的关键行为主要包括效力、效率和效果3个方面,最终提炼出一套包含6个二级指标和22个三级指标的新型研发机构国际化评价指标体系,以期为加快我国新型研发机构的国际化进程和高质量发展提供理论依据。The internationalization of new R&D institutions is a non-structured problem in a complex socioeconomic and technological environment.Current research pays little attention to evaluating the internationalization of new R&D institutions,hindering the promotion of their internationalization process.Given the characteristics of the multiple subject joint governance and multi-functional integration of new R&D institutions,as well as the complexity of its internationalization process,this paper summarizes and draws on the existing internationalization indexes of new R&D institutions,traditional R&D institutions,enterprise and university education.Based on the soft systems methodology,starting from the top-level strategy,through investigation and analysis,comprehensively considering the six major elements of beneficiaries,executors,transformation process,value orientation,decisionmakers,and environmental constraints,a top-level model covering core content such as strategic design,resource flow,event organization and participation,institutional investment,publication of scientific and technological achievements,and international patent application is constructed.At the same time,key behaviors for achieving strategic objectives are gradually analyzed layer by layer,and indexes for key behaviors are constructed from the perspectives of eficacy,efficiency,and effectiveness.Finally,an internationalization evaluation index system for new R&D institution is extracted,with 6 secondary indexes and 22 tertiary indexes,hoping to provide theoretical base for accelerating the internationalization process and high-quality development of new R&D institutions in China.
