数字经济驱动下我国数字乡村的演进机理、动力机制与建设路径

摘　　要：关注数字乡村建设的阶段性演化发展,从数字乡村动态演化视角,整合乡村建设理论与数字经济驱动发展理论,从数据要素、产业转型、治理机制和公共服务4个维度构建数字经济驱动数字乡村演进模型,以江苏沭阳堰下村和浙江德清五四村为案例,通过梳理分析二手资料和田野调查、深度访谈等方式,解剖数字经济驱动在数字乡村演进中的作用。结果发现:在数字乡村的初始发展阶段,数据要素价值化是演进关键,产业数字化转型是演进支撑;在转型发展阶段,治理机制与公共服务提供演进的内外动力,治理机制完善程度决定了发展的质量和韧性,公共服务质量决定了发展的可持续性;在成熟发展阶段,数据要素和治理机制以及产业转型和公共服务组合推动数字乡村持续发展。其中,数字产业发展模式更有利于产业转型和公共服务组合发挥作用,如堰下村;数字治理发展模式更有利于数据要素和治理机制组合发挥作用,如五四村。由此提出我国数字乡村建设发展,通过数字技术在宏观层面促进资源要素优化配置,在中观层面促进数字乡村分型发展,在微观层面促进创新与效率提高。This paper focuses on the phased evolution and development of digital rural construction,from the perspective of digital rural dynamic evolution,integrates the theory of rural construction and the theory of digital economy driven development,constructs the digital economy driven digital rural evolution model from the four dimensions of data elements,industrial transformation,governance mechanism and public service.Taking Shuyang Yanxia Village in Jiangsu Province and Wusi Village in Deqing,Zhejiang Province as cases,the role of digital economy drive in the evolution of digital countryside is dissected by combing and analyzing second-hand data,field investigation and in-depth interviews.The results show that in the initial development stage of the digital village,the value of data elements is the key to the evolution,and the industrial digital transformation is the support for the evolution;in the stage of transformation and development,the internal and external driving forces for the evolution of governance mechanisms and public service provision determine the quality and resilience of development,while the quality of public services determines the sustainability of development;in the mature development stage,data elements and governance mechanisms,as well as the combination of industrial transformation and public services,promote the sustainable development of digital rural areas.Among them,the development model of the digital industry is more conducive to industrial transformation,and the combination of public services,such as Yanxia Village,while the development model of digital governance is more conducive to the combination of data elements and governance mechanisms,such as Wusi Village.Therefore,it proposes that the development of digital rural construction in China should promote the optimization of resource allocation at the macro level through digital technology,promote the differentiated development of digital rural areas at the meso level,and promote innovation and efficiency improvement at the micro l
