摘　　要：本文以日本国际协力机构(JICA)主导编制的《蒙巴萨经济特区发展总体规划》为例,从发展背景与规划体系、规划编制背景、规划技术框架、规划发展理念等方面对规划案例进行系统剖析,并重点聚焦产业体系规划、土地利用规划、基础设施规划、环境与社会影响评估、规划实施计划等关键内容及其分析方法,以期通过典型案例了解日本境外产业园区规划实践经验和园区规划技术要点。研究从编制工作组织、规划内容体系、规划理念标准三个方面对研究案例进行评述,并进一步提出对中国境外产业园区发展与规划的借鉴之处。本文对于了解日本境外产业园区发展与规划实践、优化中国境外产业园区规划编制工作具有积极意义。This paper takes the“Project on Master Plan for Development of Mombasa Special Economic Zone”prepared by JICA as a typical case,systematically analyzes the development background and planning system,planning preparation background,planning technical framework,planning development concept,etc.,and focuses on the key contents as well as the analysis methods including industry development planning,land use planning,infrastructure planning,environmental and social considerations,planning implementation plans,etc.to understand Japan’s experience in the overseas industrial park planning and the technical points.The study reviews the case from the perspectives of planning preparation organization,planning content system and planning concept and standards,and further proposes the reference for the development and planning of China’s overseas cooperation parks.This paper is of positive significance for understanding the development and planning practice of Japan’s overseas industrial parks,and optimizing the planning preparation of China’s overseas cooperation parks.
