摘　　要：城市基层治理现代化是国家治理体系与治理能力现代化的历史议题和现实命题。社会结构复杂多元、社会群体复杂多样、风险隐患复杂多变的时代场景下,基层治理需要夯实基础的治理空间,在目标设定、检查验收、激励分配等权限的结构化调配中赋予治理网格更灵活的权限,增强专职网格员的资产专用性。在基层事务的解决与行动的“干中学”中不断累积迭代治理经验,提升资产专用性进而夯实基层治理的专业化水平,以治理机制的转型有效应对常态与突发事态下的治理需要,为治理体系与治理能力的现代化提供支撑。The modernization of urban grassroots governance is a historical issue and realistic propositions for modernization of the national governance system and governance capabilities.In an era of complex social structure,complex and diverse social groups,and complex risk hazards,grassroots governance requires a solid base for governance,and in the structured deployment of target settings,inspection and acceptance,incentive distribution,etc.,governance grids are given more flexibility to enhance the assets of full-time grid staff.Through learning from the practice of dealing with grass-roots issues,governance experience is accumulated;asset specificity is enhanced and the professional level of grassroots governance is consolidated so that the governance mechanism can effectively respond to the normal and emergency governance needs and the modernization of governance system and governance capacity is supported.
