依附式自主:实体化改革进程中单项体育协会与政府关系的调适机理及重构路向

摘　　要：依附式自主为探索实体化改革进程中单项体育协会与政府的关系提供了新的视角。运用文献资料、专家访谈、实地调研等研究方法,从政府与协会双向视角探讨依附式自主关系的内涵特征、价值与形成机理,探寻政会合作共治的促进机制。研究认为,制度环境和资源依附关系、实体化改革初期单项体育协会成长的稚嫩性、政府部门的政绩追求与业务连带责任是依附式自主关系形成的主要因素。依附式自主关系有助于提升单项体育协会组织公信力和社会影响力;能够有效规避单项体育协会行为失控和业务风险;实现单项体育协会与政府部门的合作治理。同时,应明确政府和协会在体育治理中的角色定位和职能边界;保障协会资源获取的多元性与发展空间的自主性;完善协会治理的内部运行结构与外部协作机制,以实现单项体育协会与政府的双向互动。Dependent autonomy provides a new perspective for exploring the relationship between single sport associations and the government in the process of entity reform.Using literature,expert interviews and field research,the study explores the connotation,value and formation mechanism of dependent autonomy from the two-way perspective of government and associations,and explores the promotion mechanism of cooperation and co-governance between government and associations.The study concludes that the institutional environment and resource dependency,the immaturity of the growth of individual sports associations in the early stage of substantive reform,the performance pursuit and business joint responsibility of government departments are the main factors in the formation of dependent autonomy.Dependent autonomy helps to enhance the credibility and social influence of individual sports associations,can effectively avoid the behavior of individual sports associations out of control and business risks,and can realize the cooperative governance of individual sports associations and government departments.At the same time,we should clarify the role and functional boundaries of the government and associations in sports governance,ensure the diversity of the association's resource acquisition and the autonomy of the development space and improve the internal operation structure and external collaboration mechanism of association governance to realize two-way interaction between individual sports associations and the government.
