中美战略竞争俄乌冲突背景下韩美同盟新变化与东北亚地缘安全新形势

摘　　要：在美国挑起中美战略竞争和俄乌冲突背景下,韩美同盟的内涵和外延都发生了新的变化,这给东北亚地缘安全形势增添了新的变数。当前,东北亚地缘安全结构逐渐失衡,正处在重塑或重组时期,由于韩国受到陆权与海权两方面势力施加的影响和冲击,拜登政府上台后韩国承受的地缘政治压力会更大。韩国尹锡悦保守政府将“强化韩美同盟”作为第一外交原则,并构建韩美“全球全面战略同盟”。在战略上,韩美同盟已与美国的“印太战略”实现了对接,强化美日韩三边安全合作,并对北约打开了合作之门。韩美军事同盟的指向正在发生改变,已不局限于朝鲜半岛,而是开始面向东北亚、“印太”乃至全球,这是一个危险的信号。在地缘安全战略上,韩国应该在陆权与海权势力之间保持中立或动态平衡才是明智的选择。Against the backdrop of the China-US strategic competition provoked by the U.S.and the Russia-Ukraine conflict,the connotation and extension of the Korea-US alliance have undergone new changes,adding new variables to the geopolitical security situation in Northeast Asia.At present,the geopolitical security structure of Northeast Asia is gradually unbalanced and undergoing a period of reshaping or reorganization.Korea is under the impact of both land and sea power,and the geopolitical pressure on Korea will be even greater after the Biden administration takes office.The conservative government of Yoon Sukyeol has made“strengthening the Korea-US alliance”its top diplomatic principle,and it is building a“comprehensive global strategic alliance”between Korea and the United States.Strategically,the Korea-US alliance has dovetailed with the U.S.Indo-Pacific Strategy,strengthening trilateral security cooperation among the U.S.,Japan and South Korea,and opening the door of cooperation to NATO.It is a dangerous sign that the direction of the Korea-US military alliance is changing:it is no longer limited to the Korean Peninsula,but is now facing Northeast Asia,the Indo-Pacific region,and even the world.In terms of geo-security strategy,it would be wise for South Korea to maintain a neutral or dynamic balance between land and sea power.
