摘　　要：韩国作为曾经有着严重腐败问题的国家,经历了漫长的惩治腐败的探索历程并获得了一定的经验。回顾韩国建国初期的现代政治制度构建与反腐败探索对于当今的反腐问题有着重要的意义。在李承晚统治的韩国第一共和国时期,由于韩国内部的权力斗争,日美等势力的插手造成了韩国时局不稳、经济脆弱、对外依赖严重的局面,并在一定程度上导致韩国腐败问题严重。纵观李承晚时期的韩国反腐败问题,主要有以下特点:政府层面对腐败问题的漠视、默认导致的反腐败陷于有名无实,难以实践;机制层面的制度构建缺失,缺少独立的专门反腐败部门,反腐败工作无从开展;党派之间党同伐异、相互勾连,丧失在野党等的政治监督作用。As a country with a serious corruption problem,Korea has gone through a long journey to punish corruption and has gained certain experience.It is important to review the construction of the modern political system and the exploration of anti-corruption in the early years of Korea’s founding for the current anti-corruption issue.When Syngman Rhee ruled the First Republic of Korea,the internal power struggle and the intervention of Japan and the United States led to the instability of its society,the fragility of its economy,and the serious dependence on the foreign powers of its politics,which,to a certain extent,led to serious corruption in Korea.The main problems of the anti-corruption policy in Korea during the reign of Syngman Rhee are as follows:the government’s indifference and acquiescence in corruption made the anti-corruption policy exist only in name and difficult to practice,the lack of independent and specialized anti-corruption departments led anti-corruption efforts have no way to work,and the loss of the political supervision of opposition parties due to the collusion and strife between parties and each other.
