自贸试验区的设立促进了产业链横向协同集聚吗?——来自沿海自贸试验区的经验证据

摘　　要：产业链横向协同集聚可以给区域经济发展带来新动能。自贸试验区作为制度创新的高地,为区域产业链横向协同集聚提供了天然试验场。本文基于2008一2019年中国地级及以上城市的面板数据,利用倾向得分匹配-多期双重差分法,分析沿海自贸试验区对生产性服务业和制造业横向协同集聚的政策效应和传导机制。研究表明:自贸试验区的设立显著提高了区域产业链横向协同集聚水平;经济集聚效应和科技创新效应在自贸试验区提高区域产业链横向协同集聚水平过程中发挥了明显的中介作用;自贸试验区的设立对生产性服务业子产业和制造业横向协同集聚的影响效应具有异质性。据此,提出相应对策建议:自贸试验区要充分利用自身政策优势,扩大经济集聚效应和科技创新效应,推动产业链横向协同集聚发展;把自贸试验区作为中心枢纽,弥补金融业和制造业协同发展的短板,强化功能关联,实现高效协同发展。Horizontal collaborative agglomeration of industrial chains can bring new momentum to regional economic development.As a highland of institutional innovation,the pilot free trade zones provide a natural experimental field for horizontal collaborative agglomeration of regional industrial chains.Based on the panel data of prefecture-level cities and above in China from 2008 to 2019,this paper analyzes the policy effects and transmission mechanism of coastal free trade zones on horizontal collaborative agglomeration of producer services industries and manufacturing industries by using propensity score matching and multi-period double differential method.The research shows that the establishment of pilot free trade zones has significantly enhances the horizontal collaborative agglomeration level of regional industrial chain.The economic agglomeration effect and technological innovation effect play a significant mediating role in the process of improving the horizontal collaborative agglomeration level of regional industrial chain in the pilot free trade zone.The establishment of free trade pilot zones has heterogeneity on the horizontal collaborative agglomeration of producer service sub-industries and manufacturing industries.Accordingly,the corresponding countermeasures and suggestions are put forward:the pilot free trade zone should fully leverage their policy advantages to expand the effect of economic agglomeration and technological innovation,thereby promoting the horizontal collaborative agglomeration development of industrial chains.We will take pilot free trade zones as central hubs,flling the gaps in the coordinated development of the financial and manufacturing industries,strengthening functional linkages,and achieving efficient coordinated development.
