摘　　要：既有建筑绿色改造是落实节能减排目标、实现可持续发展战略的必由之路,ESCO是城市低碳转型的重要推手。基于项目治理视角,从法律法规构建、经济政策激励、能效标识制度、技术集成创新等方面概述了国外既有建筑节能改造项目治理成功经验。分析我国既有建筑节能改造项目治理实践现状,总结我国既有建筑绿色改造项目ESCO决策困境和原因,以推动我国既有建筑绿色改造事业蓬勃发展。Green renovation of existing buildings is the only way to implement energy-saving and emission reduction goals and achieve sustainable development strategies,and ESCO is an important driving force for urban low-carbon transformation.Based on the perspective of project governance,this article summarized the successful experience of governance in existing building energy-saving renovation projects abroad from the perspectives of legal and regulatory construction,economic policy incentives,energy efficiency labeling systems,and technological integration innovation.The current situation of governance practices for energy-saving renovation projects in existing buildings in China are analyzed.The decision-making difficulties and reasons of ESCO were summarized for green renovation projects of existing buildings in China,in order to promote the vigorous development of green renovation of existing buildings in China.
