摘  要:开展宜昌、荆门等6个市级地质灾害气象风险精细化预警工作是当前地质灾害防治的一项重要工作。结合省地质环境信息化成果,采用显式统计法,重点对预警模型分析与建立、系统设计与实现等方面进行分析,创建了宜昌、荆门等6个市级地质灾害气象风险精细化预警预报系统以及对应的移动端小程序,系统实现了由预警模型、接入雨量、预警分析、预警发布、响应反馈组成的全工作流程数字化闭环管理。在以往基础上,系统开发出短临降雨和长期降雨预警分析、移动端小程序等功能,实现了预警、响应、反馈之间的“互联互通互动”。通过两年来的实际应用,系统运行情况良好,汛期能够及时发送预警预报信息,提高了当地政府、社会和公民个人的防灾减灾意识及地质灾害气象风险精细化预警成果,保障了地质灾害气象风险精细化预警工作的顺利开展。Refined meteorological risk early warning work for geological disasters in 6 cities including Yichang City and Jinmen City has been carried out.Combining provincial and municipal(prefecture)level informatization achievements,focusing on the analysis and establishment of early warning models,system design and implementation,a refined early warning and prediction system for geological disaster meteorological risks in 6 cities such as Yichang City and Jinmen City is developed,as well as corresponding mobile terminal small programs.The closed-loop management of the whole workflow of the system is realized by the early warning model,access rainfall,early warning analysis,early warning release,response feedback,information communication and safety management between the various parts of the system.On the basis of the past,the system has developed functions such as short-term rainfall and long-term rainfall early warning analysis,mobile terminal applets,etc.,and realized the interconnection and interaction between early warning,response and feedback.Through two years of practical application,the system runs well,and the early warning and forecasting information can be sent in time during the flood season,which improves the awareness of disaster prevention and mitigation of local government,society and individual citizens and the results of refined early warning of geological disaster risk,and ensures the smooth development of refined early warning of geological disaster meteorological risk.
