摘　　要：特种设备安全监察和矿山安全监察是我国执行的比较典型的2种安全监察制度,两者之间存在相似相同点。本文尝试从安全监察制度沿革谈起,通过2种制度法律法规对比,分析矿山安全监察工作中关于行政法规要点、管理体系重点和监管制度措施等内容,提炼矿山安全监察制度要点,提出特种设备领域立法和完善监管体制的建议,以在特种设备安全监察制度改革中借鉴。Special equipment safety supervision and mine safety supervision are two typical safety supervision systems with similarities implemented in China.This paper starts with the evolution of safety supervision system through the comparison of the laws and regulations of the two systems,analyzes the key points of administrative regulations,management system and supervision system measures in the work of mine safety supervision,extracts the key points of the mine safety supervision system,and proposes recommendations for legislation and supervision system of special equipment,so as to offer reference for the reform of special equipment safety supervision.
