摘 要:农业绿色发展水平是高质量发展的一项主要评价指标。这项主要评价指标在保护环境能力日益成为社会经济的硬性制约要素的大背景下,相比于传统全要素产出指数,采用农业绿色全要素生产率来衡量评价一个领域的经济社会增长的总体经济效率,更加科学合理。该文将农业中塑料薄膜消耗与农药使用视为非期望产量,并采用了Malmquist-Luenberger(ML)指数,对2004—2020年的河北省农业绿色全要素生产率(GTFP)进行了估算。结果表明,河北省的总体环境技术效能数值偏低,仅为0.786;河北省各地绿色全要素生产率指标都超过1,但主要依赖科学技术的带动,技术效率的作用发挥不突出;不同地市之间还具有一些差异,北部区域的环境经济质量值显著大于南部区域,经济较为先进区域显著大于落后地区。The level of agricultural green development is a main evaluation index of high-quality development.Under the background that the ability to protect the environment is increasingly becoming a hard restricting factor of social economy,compared with the traditional total factor output index,it is more scientific and reasonable to use agricultural green total factor productivity to measure and evaluate the overall economic efficiency of economic and social growth in a field.In this paper,the consumption of plastic film and the use of pesticides in agriculture were regarded as unexpected output,and the Malmquist-Luenberger index was used to estimate the green total factor productivity(GTFP)in rural areas of Hebei Province from 2004 to 2020.The results show that the overall environmental and technical efficiency of Hebei Province is low,only 0.786;the index of green total factor productivity in all parts of Hebei Province is more than 1,but it mainly depends on the drive of science and technology,and the role of technical efficiency is not prominent;there are also some differences between different cities,the environmental and economic quality value of the northern region is significantly higher than that of the southern region,and the more advanced areas are significantly larger than the backward areas.
