基于第二次全国污染源普查的环境污染防治分析——以上海市金山区为例

摘　　要：2007年,上海市金山区顺利完成第一次全国污染源普查(简称一污普),此后十年,随着社会经济发展和人口结构变化,该区各类污染源的分布、规模和性质等都发生了较大变化。为了寻找当地生态文明建设短板并提出更科学的污染防治对策,2017年,该区正式启动第二次全国污染源普查(简称二污普),对地方环境状况开展及时、科学、全面、系统的调查摸底。本文通过分析二污普数据,比对十年前一污普情况,探明当地污染源普查对象的构成变化、各类主要水和大气污染物的排放情况及主要污染源分布,并针对普查结果反映的主要环境问题提出防治对策,为当地环境整治行动提供强力保证。In 2007,Jinshan District,Shanghai City successfully completed the first national pollution source census(referred to as the first pollution census),in the following decade,with the development of social economy and changes in population structure,the distribution,scale,and nature of various pollution sources in the district have undergone significant changes.In order to identify the shortcomings of local ecological civilization construction and propose more scientific pollution prevention and control measures,in 2017,the district officially launched the second national pollution source census(referred to as the second pollution census),conducting timely,scientific,comprehensive,and systematic investigations on the local environmental conditions.By analyzing the data of the second pollution census and comparing the situation of the first pollution census ten years ago,this paper explores the changes in the composition of local pollution source census objects,the emissions of various major water and air pollutants,and the distribution of major pollution sources,and also proposes prevention and control measures for the main environmental problems reflected in the census results,providing strong guarantees for local environmental remediation actions.
