摘 要:近年来陕西省以体制机制改革为突破,科学推进水土流失综合治理,筑牢黄河生态安全屏障,减少了入黄泥沙。但长期以来水土保持治理措施僵化,设计思路简单,小流域综合治理总体投资不足,治理覆盖面不够,市县配套难以落实。通过对小流域综合治理体系的不断深化探索,针对不同类型区特点和区域功能定位,提出了不同功能分区水土保持的要求和目标,提高了小流域综合治理能力,可为新时期水土流失治理提供借鉴。In recent years,based on the reform of management system and mechanism,Shaanxi Province has scientifically promoted the comprehensive control of soil erosion,built a solid ecological security barrier of the Yellow River,and reduced the inflow of sediment into the Yellow River.However,for a long time,the water and soil conservation treatment measures have been outdated and need to change,the design concept is incomprehensive,the overall investment in the comprehensive treatment of small watersheds is insufficient,the treatment coverage is limited,and it is difficult to implement the supporting facilities at municipal and county levels.Through continuous deepening exploration of the comprehensive management system of small watersheds,the requirements and objectives of soil and water conservation in different functional zones are proposed according to the characteristics of different types of areas and the defining of regional functions,which improves the capacity for comprehensive treatment of small watersheds.The study can provide reference for soil erosion control in the new era.
