“崛起就要挨打?”:危机传播与组织合法性重构——基于美国制裁华为事件的案例研究

摘　　要：在全球化时代的大国博弈中,国际舆论已成为组织合法性抗争的武器。论文以华为公司及中国政府近年来围绕华为合法性危机而展开的传播实践为例,借助语义网络分析和话语分析方法,进行了三个层面的探讨。首先,在企业危机公关层面,华为针对合法性危机而展开的由默从到掌控的系列话语抗争,展现了传播在组织合法性建构中的重要作用。其次,在国家博弈层面,中国政府就华为合法性危机与美国政府进行了原因、证据、影响、历史四个维度的话语博弈,展现了国家权力在组织合法性建构中的重要影响。最后,在理论反思层面,上述研究促使我们去重访经典的组织合法性理论,尽管权力从来都是组织合法性的尺度,但在全球化时代,对组织合法性的理解必须超越已有的“组织中心”定位和“管理学”视角,转向“组织-国家”的双重定位和“管理-传播”的双重视角。In the great pow er game in the era of globalization,international public opinion has become a w eapon for organizational legitimacy struggle(OL).This article analyzes Chinese government’s crisis communication practices around Huaw ei’s legality crisis in recent years.It uses semantic netw ork analysis and discourse analysis to discuss on three levels:First,at the level of corporate crisis communication,Huaw ei’s series of discursive struggles from acquiescence to control demonstrated the important role of communication in the construction of OL.Second,at the national level,the Chinese government discussed reasons,evidence,impact,and history w ith the US government,demonstrating the important influence of state pow er in the construction of OL.Third,at the level of theoretical reflection,the above research prompts us to revisit the classic theory of OL.Although pow er has alw ays been the core concept of OL,in the era of globalization,the understanding of OL must go beyond the existing“organization center”positioning and“management”perspective,and turn to the dual positioning of“organization-state”and the dual perspective of“management-communication”.
