摘　　要：村级权力监督是基层治理现代化的重要议题。在东部农村,密集的资源下乡带来了村级权力结构的不稳定,村级小微权力监督成为地方政府重点关注的问题。为了改变村级权力监督困局,地方政府开启了“村级权力清单”制度建设,建立了“参与式监督”模式,形成了村级有效治理局面。党建引领规则下乡为群众参与村级治理提供了公共平台,其有效运作在于建构了村庄社会精英的政治吸纳机制、村庄民主协商的激发机制和村庄多元主体的决策机制,充分激活了村民自治制度。与已有的监督模式相比,“参与式监督”模式形成了权力监督的外部化,广大村民能够参与到村级权力实践,保障了村民在村庄公共事务参与上的平等权利,增强了村级组织合法性,重塑了村庄治理公共性。Village level power supervision is an important issue in the modernization of grassroots governance.In the eastern countryside,intensive resources to the countryside has brought about the instability of the village power structure,and the power supervision of small and micro enterprises at the village level has become an im⁃portant problem.In order to change the dilemma of village level power supervision,the local government have started the system construction of“village level power list”,established the model of“participatory supervi⁃sion”,and formed an effective governance situation at the village level.The rule for going to the countryside pro⁃vides a public platform for the masses to participate in village level governance.Its effective operation lies in the construction of the political absorption mechanism of village social elites,the incentive mechanism of vil⁃lage democratic consultation and the decision-making mechanism of multiple subjects,and fully activates the villagers’autonomy system.The participatory supervision mode forms the externalization of power supervision.The majority of villagers can participate in the practice of village power,protect the equal rights of villagers in the participation of village public affairs,enhance the legitimacy of village level organizations and reshape the publicity of village governance.
