学术期刊作者资源优化管理的进路探析——基于人力资本的理论视角

摘  要:学术期刊的良性发展离不开作者队伍建设,但学术期刊编辑部丰富的作者资源只是“量”的积累,如何充分激发作者的潜能和优势,实现作者资源从“存量”到“流量”的飞跃,从而实现由人力资源到人力资本的转化,这是学术期刊编辑需要深入思考的问题。文章从人力资本的理论视角,首先阐述了学术期刊作者资源优化管理的价值,最后提出了学术期刊作者资源优化管理的四个实施进路:时间投资、经济投资、精神投资、情感投资,以期实现由人力资源向人力资本的转化,从而拥有一支稳定的、高水平的优秀作者队伍,确保学术期刊的质量和社会竞争力。The benign development of academic journals cannot be separated from the construction of author teams.The rich author resources in the editorial department of academic journals are only the accumulation of "quantity".How to fully stimulate the potential and advantages of authors and realize the leap from "stock" to "flow" of author resources,so as to realize the transformation from human resources to human capital,is a problem that editors of academic journals need to think deeply about.The article first explains the value of optimization management of authors' resources in academic journals from the perspective of human capital theory,and finally proposes four implementation approaches for it:time investment,economic investment,spiritual investment,and emotional investment,so as to realize the transformation from human resources to human capital,thus,to have a stable and highlevel team of excellent authors and ensure the quality and social competitiveness of academic journals.
