摘　　要：医疗卫生体系是维护人民群众生命安全和身体健康、保障国家公共安全的物质技术载体。围绕“抓好常态化分级分层分流医疗卫生体系建设”的新命题,聚焦“常态化”情境和“分级”“分层”“分流”等关键环节,研究探讨常态化分级分层分流医疗卫生体系的内涵与特征、建设意义、实践要求,为健全医疗卫生服务网络设施提供理论支持。The health care system is the material and technical vehicle for safeguarding the lives and health of the people and ensuring national public security.It focuses on the new proposition of“grasping the construction of graded,stratified and shunted medical and health system under normalization”,focusing on the“normalization”state and key links such as“grading”,“stratifying”and“distributing”.It studies and discusses the connotation and characteristics,construction significance and practical requirements of graded,stratified and shunted medical and health system under normalization,so as providing theoretical basis for improving integrated medical and health service system.
