摘　　要：以数字技术为主导的新一轮科技革命加速演进,数字中国战略升级,千行百业逐渐进入数字化转型深水区。分析了数字化转型的历史必然性、本质核心与演进路径。在此基础上,提出通信运营商的数据、算力、算法及应用场景这四大要素,从而实现数字时代的生产资料价值释放、生产力激发以及生产关系重构。分别基于以数智技术驱动通信运营商企业本身的降本增效以及赋能垂直行业智慧变革2个应用场景,探讨通信运营商如何践行数字化转型中的“转型者”和“赋能者”双重使命,为推动科技工作与国家经济社会发展深度融合贡献力量。The new round of scientific and technological revolution led by digital technology is accelerating.Meanwhile,the Digital China strategy is upgrading,and thousands of industries are gradually entering the deep water of digital transformation.It analyzes historical inevitability,essential core and evolution path of digital transformation.On this basis,four elements of data,computing power,computing power and application scenarios of communication operators are proposed,which realize the release of value of means of production,productivity stimulation and reconstruction of production relations in the digital age.Based on the two application scenarios of reducing cost and increasing efficiency driven by digital intelligence technology and enabling intelligent transformation of vertical industries,it discusses how telecom operators practice the dual mission of"transformer"and"enabler"in digital transformation and contributes to the deep integration of scientific and technological work and national economic.
