个人养老金制度的参与意愿、政策诉求与对策建议——基于北京市的调研数据

摘　　要：个人养老金制度,是我国社会保障体系建设顶层设计中的一个重要制度安排,也是多层次、多支柱养老保险体系的重要组成部分。目前,北京市作为个人养老金制度先行城市已开展此项工作。基于529份调查问卷分析发现,被访者对个人养老金充满期待,有着多样化的政策诉求。推动个人养老金制度在京落地见效,应做好城乡居民养老保险参与者、灵活就业者、青年人、外地在京就业者的政策宣传与服务;推动特定群体尽早参与、借力参与并给予差异化的财政补贴,允许家庭成员互助缴纳;探索企业(职业)年金与个人养老金账户的贯通管理,动态调整缴费上限,提高金融产品竞争力;尝试拓展社保卡“一卡通办”功能和个人所得税抵扣一体化操作,允许多种缴费方式并行,增加退出个人养老金的附加条件。Establishing a personal pension system is an important institutional arrangement in the top-level design of China’s social security system construction,and is also an important component of the multi-level and multi-pillar pension system.Currently,Beijing,as a leading city in the personal pension system,has already carried out this work.Based on an analysis of 529 questionnaires,it is found that respondents have high expectations for personal pensions and diverse policy appeals.To promote the implementation of the personal pension system in Beijing and achieve eff ective results,we should do a good job in policy promotion and service for urban and rural pension participants,flexible employees,young people,and non-local employees in Beijing;give diff erentiated financial subsidies to specificgroups to participate as early as possible and participate under help,and allow family members to pay for each other;explore the integrated management of enterprise(occupational)annuities and personal pension accounts,dynamically adjust the contribution upper limit,and improve the competitiveness of financial products;try to expand the“one card”function of social security cards and the integrated operation of personal income tax deduction,allow multiple contribution methods to exist in parallel,and increase additional conditions for refunding personal pensions.
