数字化改革的路径选择:一个内生公共物品的超边际分析框架

摘　　要：数字化改革的探索过程中,主要存在三类典型路径:一是基础好的地区和部门先行探索的“揭榜挂帅”类;二是基础弱的地区和部门为实现弯道超车跟风探索的“不甘落后”类;三是不管基础如何,各地区和部门联合提供、共同探索的“百花齐放”类。基于数字化改革的可复制性、可推广性以及供给过程的公共性等特点,可从公共物品提供的视角审视不同的改革路径。数字化改革深刻影响社会分工结构,本文通过构建异质性区域分工合作的超边际分析框架,刻画不同路径对应的分工结构并明晰不同结构间的转换条件,同时评价不同改革路径的效率。结论表明:“揭榜挂帅”和“百花齐放”路径都有可能成为最优路径。“揭榜挂帅”成为最优路径时,打破了Olson的经典论断,表明“搭便车”式提供公共物品有时非常有效。During the process of digital reform,there are mainly three types of typical paths.Firstly,the well founded regions and departments explored in advance.Secondly,the regions and departments with weak foundation are unwilling to lag behind to actively explore in order to overtake on curves.Thirdly,regardless of the foundation,all regions and departments jointly provide and collectively explore.Based on the characteristics of the digital reform,such as reproducibility,generalizability and publicity of the supply process,the digital reform can be viewed from the perspective of public goods provision.Digital reform has a profound impact on the structure of social division of labor.By constructing a inframarginal analysis framework for heterogeneous regional division and cooperation,the division of labor structure corresponding to different paths can be delineated,the transition conditions between different structures can be clarified,and the advantages and disadvantages of different reform paths can be evaluated.The conclusion shows that both the first and third paths may become the optimal paths.The first path is also a break with Olson’s classic thesis,showing that“hitchhiking is sometimes very effective in providing public goods”.
