云南省森林草原防火监测预警体系分析与建议

摘　　要：十三五期间,云南省在森林草原防火监测预警方面初步构建了天空卫星遥感、空中无人机、高空视频、地面瞭望和护林员(专业队伍)结合的立体化森林草原防火监测预警体系,实现对森林草原火灾的全时空、高精准、多方式、多层次监测。云南省依托气象部门,实现了定期、不定期的四级火险等级预警信号发布。根据森林草原火灾应急预案预警响应机制,有效指导全省因险设防。对云南省森林草原防火监测预警体系的建设进行分析总结,并对存在问题提出相关建议。During the 13th Five-Year Plan period,Yunnan Province has initially established a three-dimensional forestry and grassland fire monitoring and early warning system combining sky satellite remote sensing,aerial drones,high-altitude video,and ground lookouts and forestry rangers(professional teams),so as to realize full spatio-temporal,high-precision,multi-mode and multi-level monitoring of forestry and grassland fires.Relying on the meteorological department,Yunnan Province has realized the issuance of regular and irregular four-level fire risk warning signals.According to the forestry and grassland fire emergency plan early warning response mechanism,effectively guide the province to fortify against risks.The construction of fire prevention monitoring and early warning system in forestry steppe of Yunnan Province was analyzed and summarized,and some suggestions on the existing problems were put forward.
