摘　　要：陕西省榆林市森林草原防灭火制度、机制存在以下问题:各部门工作衔接机制不畅、不完善;政府对违规用火的打击力度太低,刑法、经济处罚不到位,人为火源的违法成本太低;乡镇责任没有得到夯实;相关行业部门缺乏应有的资金;防灭火机构不够健全;环保部门没有对农事用火和焚烧垃圾开展必要的经济处罚。建议完善各项制度,理顺各部门之间的工作衔接机制,加大违规野外用火的违法成本,从而从根本上改变目前火灾频发的现状。At present,there are the following problems in the forest and grassland fire control system and mechanism in Yulin City Shaanxi Province:poor and imperfect mechanism of work connection among various departments;the government's crackdown on fire violations is too low,criminal law and economic punishment are not in place,and the illegal cost of man-made fires is too low;the responsibility of townships is not ramified;relevant industry departments lack proper funding;fire prevention and suppression institutions are not sound enough;the environmental protection department does not carry out the necessary financial penalties for agricultural fires and burning garbage to carry out the necessary economic penalties.Therefore,suggestions were put forward that the system should be improved,the work of the interface between the various departments should be rationalized,and the illegal cost of illegal wildfire should be increased,in order to fundamentally change the current situation of frequent fires.
