摘　　要：草原生态保护建设补奖是以实现草原牧区经济社会与草原生态环境保护和谐一致,调节草原生态环境利益相关主体间利益平衡和重构,通过制度安排达到公平、正义、秩序的目的指向。为了进一步了解草原生态补奖政策实施现状问题,对内蒙古锡林郭勒盟阿巴嘎旗、苏尼特左旗、西乌珠穆沁旗、锡林浩特市等草原牧区进行了深入调查研究。通过梳理和分析当前草原牧区生态补奖政策实施效果问题,提出具有一定应用价值的对策建议。The subsidy and reward policies for grassland ecological conservation are targeted for the harmony between the economic society and ecological environmental protection in grassland pastoral areas.Through institutional arrangements that balance and reconstruct the interests among every concerned subjects,a fair and just order in ecological environment in the grassland can be achieved.To better understand the current situation of the implementation of those policies,a profound study has been conducted in several grassland pastoral areas in Xilingol League,Inner Mongolia,including Abag Qi,Sonid Zuoqi,West Ujimqin Qi,and Xilinhot.And certain practical countermeasures and suggestions are made based on the analysis of the effectiveness problem of implemented subsidy and reward policies in grassland pastoral areas.
