社会公平视角下上海市闵行区口袋公园规划布局和供需关系研究

摘　　要：口袋公园建设有助于提升高密度城区环境品质,改善公园绿地分布不均的现状,增加城市人均公园绿地面积,提供更多城市居民公平享受绿地资源的机会。以上海市闵行区口袋公园建设为例,采用GPS定位现有城市公园绿地,将交通连接及POI大数据与传统年鉴统计数据相结合引入公园绿地配置公平性测度,采用网络分析法进行公园可达性分析和供需平衡分析。通过对比口袋公园可达性、步行服务小区数量比、公园步行服务人口比,分析了社会公平视角下上海市闵行区口袋公园的空间布局和供需关系现状。结果表明:通过口袋公园建设,闵行区中部及南部的公园绿地可达性覆盖范围较高,供需较平衡,但西部、北部、东部地区的公园绿地可达性和供需均衡性仍需提高,需要增加口袋公园的布局,提高公园绿地的供给能力。最后,从规划布局优化、盲点精准补缺和增加社会参与等三个方面提出未来闵行区口袋公园建设的建议,以期为上海市口袋公园高质量建设提供理论、实践依据和新思路。The construction of pocket parks will help improve the environmental quality of high-density urban areas,improve the uneven distribution of park green space,increase the per capita park green area in the city,and provide more opportunities for urban residents to enjoy green space resources moderately.Taking the pocket park construction in Minhang District,Shanghai as an example,GPS is used to locate the existing urban park green space,and the traffic connection and POI big data are combined with the traditional yearbook statistical data to introduce the fairness of the park green space configuration:reachability analysis and supply and demand balance analysis.By comparing the accessibility of pocket parks,the ratio of the number of walking service areas and the population ratio of walking services in parks,the spatial layout and supply-demand relationship of pocket parks in Minhang District are analyzed from the perspective of social equity.The research results show that through the construction of pocket parks,the accessibility coverage of green park spaces in the central and southern parts of Minhang District is relatively high.The supply and demand are fairly balanced,but the accessibility and supply demand balance of green park spaces in the western,northern,and eastern regions still need to be improved.It is necessary to increase the layout of pocket parks and improve the supply capacity of park green space.Finally,suggestions for the future construction of pocket parks in Minhang District are put forward from three aspects:optimization of planning layout,precise filling of blind spots,and increasing social participation.To provide the theoretical and practical basis and new ideas for the high-quality construction of pocket parks in Shanghai.
