加快构建雨水情监测预报“三道防线”工作思考

摘　　要：加快构建雨水情监测预报“三道防线”是坚持人民至上、生命至上理念的具体体现,是有效应对气候变化的客观要求和数字孪生水利建设的基础支撑。总结当前雨水情监测预报“三道防线”监测站网、监测方式、标准规范、信息共享等方面现状及其在洪水防御工作中的应用成效,剖析“三道防线”之间的逻辑关系和部门协作支持的客观要求,思考并提出雨水情监测预报“三道防线”建设下一步工作目标、重点任务、保障措施等方面的意见和建议。The approach of“three lines of flood defense”through rainfall monitoring and forecasting is a typical example to reflect the concept of putting people and life first,an objective requirement to effectively response to climate change,and a fundamental support for the application of digital twin.Based on examination of effectiveness of monitoring station network,monitoring methods,regulations and standards and information sharing with the current practice of“three lines of flood defense”,the analysis focuses on the logical relationship between the“three lines”approach and the objective requirements for departmental collaboration and support,as well as working target,main tasks and safeguarding measures in the next steps.
