摘　　要：中国式现代化是人与自然和谐共生的现代化,顺应河湖自然规律实施河湖治理管理,是实现中国式现代化的水利应有之义。介绍了欧洲、美国、日本、澳大利亚等国家和地区在河湖治理管理领域的经验和成果,从部门综合协调、法律法规制定、多要素系统治理、规划计划实施、多元资金筹措、各方共同参与等视角,总结了国外河湖管理的理念和实践,以期为我国河湖治理管理现代化提供借鉴参考。Chinese modernization is the modernization of harmonious coexistence between man and nature,and the implementation of river and lake management in accordance with the natural law of rivers and lakes is the inherent meaning of water conservancy in realizing Chinese modernization.This paper introduces the experience and achievements of Europe,the United States,Japan,Australia and other countries and regions in the field of river and lake management,and summarizes the concepts and practices of foreign river and lake management from the perspectives of comprehensive coordination of departments,formulation of laws and regulations,multi-factor system governance,implementation of planning plans,diversified financing,and joint participation of all parties.In order to provide reference for the modernization of river and lake management in our country.
