摘　　要：政策价值直接影响政策工具的选择偏好与政策目标的确定,立足农民工就业发展权,通过构建“政策价值—政策工具—政策目标”三维分析框架,以103份广西农民工就业促进政策文本为例,设计量化标准手册与政策协同度度量模型,以量化数据客观呈现多维视角下政策协同的真实情况,深入探究农民工就业促进政策协同的路径选择偏好及其协同度。研究发现:政策价值导向下的“生存保障”与“发展共享”协同度偏低;政策工具协同存在严重的结构失衡,需求型政策工具的拉动作用被长期忽视;“就业权益与就业质量”目标缺乏协同,影响新就业形态下农民工的稳定就业;价值实现的路径选择长期存在“就业权益”路径的协同短板等。未来应着力强化“生存保障”价值取向、创新需求型政策工具的组合应用策略、重视“就业权益”目标协同,进而强化政策合力,更好协同促进农民工高质量就业。The policy value directly affects the preferences of policy tools and the determination of policy objectives.Based on the employment development right of migrant workers,a three-dimensional analysis framework of ″policy value-policy tools-policy objectives″ was built,103 Guangxi migrant workers' employment promotion policy texts were used,this paper designs a quantitative standard manual and a measurement model of policy coordination degree,to quantize data and present objectively the real situation of policy coordination from a multidimensional perspective,and to explore the path preferences and synergy of the policy coordination of Guangxi migrant workers' employment promotion.Research findings shows that the synergy of ″survival guarantee″ and ″development sharing″ is low under the guidance of policy value;the structure of policy tools synergy is out of balance,the pulling effect of demanded policy tools has been neglected for long;there's little collaboration between objectives of ″employment rights and employment quality″,which affects the stable employment of migrant workers under the new form of employment;and there's ″employment rights″ short slab in the path selection.In the future,we should lay stress on ″survival guarantee″ value,the combined strategy of demanded policy tools,the objectives collaboration of ″employment rights″,so as to strengthen policy synergy,and synergistically promote high-quality employment of migrant workers.
