摘　　要：构建一个同时包含农业与非农部门劳动力资源配置的柯布道格拉斯生产函数模型与理论分析框架,系统分析了农业保险通过劳动力资源配置助推绿色经济的作用渠道与影响效应;基于30个省2012—2021年数据实证考察了农业保险、劳动力资源配置与绿色经济效率之间的相互关系。研究发现:农业保险推动劳动力资源配置是提高绿色经济效率的重要机制;农业保险的保障性降低农业风险,影响家庭决策,促进农村劳动力向非农部门转移,改善产业结构,产生资源配置效应;农业保险的政策性降低农民生产成本,促进农业技术进步,提高绿色生产技术的使用率,进而影响绿色经济效率,产生绿色发展效应。依据上述结论,认为应提高农业保险的供给水平,实施农业保险与农村就业培训相挂钩的政策,提高农业保险的覆盖广度和渗透深度,充分发挥农业保险对劳动力资源配置和绿色经济的促进作用。This paper attempts to construct a Corgis production function model and theoretical analysis framework including labor resource allocation in both agricultural and non-agricultural sectors,and systematically analyzes the function channels and effects of agricultural insurance in promoting green economy through labor resource allocation.Based on the data of 30 provinces from 2012 to 2021,the relationship among agricultural insurance,labor resource allocation and green economy efficiency was empirically investigated.The results show agricultural insurance is an important mechanism to improve the efficiency of green economy and it promotes the allocation of labor resources.Agricultural insurance reduces agricultural risks,affects family decisions,promotes the transfer of rural labor to non-agricultural sectors,improves industrial structure and produces resource allocation effect.The policy of agricultural insurance reduces the production cost,promotes the progress of agricultural technology,improves the utilization rate of green production technology,and then affects the efficiency of green economy and produces the effect of green development.Based on the above conclusions,it is necessary to increase the supply level of agricultural insurance,implement the policy of linking agricultural insurance with rural employment training,expand the coverage and give full play to the promotion role of agricultural insurance in the allocation of labor resources and green economy.
