新冠疫情推动新加坡全球城市战略大调整的启示

摘　　要：席卷全球的新冠疫情加速了全球城市迭代到以多元化、专精化、创新化为特点的“标配+专精”3.0版,并将对全球城市演进轨迹产生深刻而长远的影响。为了有效应对新冠疫情的影响,新加坡及时调整了国家创新发展战略。2020年底推出的“研发、创新和企业2025”计划(RIE2025)对国家创新发展战略的理念、模式和路径都进行了显著的大调整,以此进一步强化全球创新枢纽的战略地位和提升城市应对不确定性的能力。新一轮战略同时提出科技创新要能增强经济的弹性和韧性,并能造福人民、显著提升居民生活质量,因此要着力提升基础科学领域的研发能力,加强高能级平台建设、集聚全球顶尖人才和加强全球研发合作网络等。新加坡的科技创新战略大调整对中国全球城市规划长期未来发展和提升抗风险韧性提供了可借鉴的方向和具体举措。The global COVID-19 pandemic has accelerated the evolution of global cities to version 3.0,characterized by diversity,specialization,and innovation,with a profound and far-reaching impact on their growth trajectory.In response to the pandemic's impact,Singapore rapidly adjusted its national innovation development strategy.The Research,Innovation,and Enterprise 2025 Plan(RIE2025),released at the end of 2020,significantly revised Singapore's national innovation development strategy's conceptual,model,and path,strengthening its strategic position as a global innovation hub while enhancing the city's ability to respond to uncertainty.The strategy emphasizes the need for technological innovation to enhance economic resilience and agility,benefit its people,significantly improve residents'quality of life,and focus on enhancing R&D capabilities in the basic science field,strengthening high-level platforms,attracting top global talent,and strengthening global research and development cooperation networks.Singapore's significant adjustment to its science and technology innovation strategy provides a direction and specific measures for China's global urban planning for long-term development and enhanced risk resistance.
