摘　　要：实施《青少年体育活动促进计划》是加快建设体育强国进程中的部署要求,是推进体育法治化的重要工作内容。研究发现,“十三五”期间,我国青少年体育活动促进工作稳步前行,通过完善以体教融合为引领的组织工作体系,健全体育活动促进青少年体质健康的协同机制,培育发展青少年体育社会组织等举措,初步搭建起青少年体育促进工作的基本框架;但也面临着认知与宣传不足、配套政策体系不完善、部门协同不深入、资金支持不充足、运行机制不健全等问题。立足新的时代方位,研究提出了以问题为导向,以深化体教融合引领加强政-社-家-校协同联动、广泛组织开展青少年体育活动和体育竞赛、营造良好的体育文化氛围、搭建数字化服务平台、健全政策体系和资金投入保障机制等为重点内容的新时期中国青少年体育活动促进工作发展路径。The implementation of the Youth Sports Promotion Plan is a deployment requirement in the process of speeding up building a leading sporting nation,and is an important task in promoting the rule of law in sports.It is found that,during the 13th Five-Year Plan period,China’s youth sports promotion work has advanced steadily.By improving the organizational work system led by the integration of sports and education,perfecting a collaborative mechanism of physical activities to promote youth physical health,cultivating and developing youth sports social organizations,a preliminary framework for work of youth sports promotion has been established.However,it is also faced with problems such as insufficient awareness and publicity,incomplete supporting policy system,inadequate departmental coordination,insufficient funding support,and imperfect operation mechanisms.Based on the orientation of the new era,a problem-oriented new development pathway for promoting youth sports activities in China is proposed,which provides theoretical support for policy formulation and practice of youth sports promotion in the next stage.The development pathway focus on deepening the integration of sports and education,strengthening the coordination between government,society,home and school,extensively organizing youth sports activities and sports competitions,creating a good sports culture atmosphere,building a digital service platform,and improving the policy system and fund guarantee mechanism.
