摘　　要：实现边境牧区治理体系现代化,不仅有助于推动国家治理体系现代化,还会促进边境牧区民族团结和中华民族共同体意识的培育与铸牢。结合边境牧区治理实践,借鉴既有研究成果,可从治理主体多元化、治理机制法治化、治理过程民主化、治理工具智慧化等五个方面衡量边境牧区治理体系现代化形态。多元主体治理格局尚未形成、治理机制法治不足、牧民参政程度较低、治理智慧化水平低、边境牧区治理存在无效的风险是边境牧区治理实践中面临的突出问题,阻滞了边境牧区治理体系现代化的实现。实现边境牧区治理体系现代化是一项复杂的系统工程,须从推进牧区治理多元协同、提高边民整体法律素质、完善民主参与机制、以科技支撑牧区治理体系现代化、深化边境牧区治理绩效动态化管理等方面着手。Realizing the modernization of governance system in border pastoral areas not only contributes to the modernization of the national governance system but also enhances the ethnic unity and sense of community for the Chinese nation in border pastoral areas.Based on the current governance practice and research results,the modernization of the governance system in border pastoral areas could be measured from the following aspects:diversification of governance subject,legalization of governance mechanism,democratization of governance process and intellectual development of governance tools.The prominent problems in the governance practice are lack of multi-subject governance modal and law-based governance mechanism,low participation of herdsmen in politics,less application of intellectual governance,and some risk of ineffective governance.It is a complex systematic project to realize the modernization of the governance system in border pastoral areas,which could be handled from promoting the multilateral coordination on governance,the overall legal quality of border residents,the democratic participation mechanism,the scientific and technological support,and the dynamic management of governance performance.
