Border Ethnic Areas to Undertake the Eastern Industrial Transfer and Labor Migration:Empirical Experience in Western Guangxi Region

摘  要:经济社会的发展归根结底是实现人的发展。当前,国内劳动力市场存在不同程度、不同形式的“虹吸效应”;在此背景下,持续推进“承接东部产业转移”政策是否在提升边疆民族地区的地区生产力、推动产业转型升级、改善地区社会基本面貌之外,对劳动力产生相当程度的吸引并促使其回流,值得回顾与展望。本研究基于劳动经济学科理论并结合人口学、民族学,运用实证方法就桂西地区劳动力迁移的内外因素做深入分析,得出户口类型、赡养抚养情况、受教育程度、劳动技能熟练程度是影响地区劳动力迁出的内部因素,收入与福利、亲人朋友的地理距离是外部因素。Economic and social development is ultimately the realization of human development.At present,the domestic labor market has different degrees,different forms of“siphon effect”;In this context,it is worth reviewing and looking forward whether the policy of“undertaking industrial transfer from the East”will attract labor force to a considerable extent and promote its return in addition to improving regional productivity,promoting industrial transformation and upgrading,and improving the basic social appearance of the border ethnic areas.Based on the theory of labor economics and combined with demography and ethnolo⁃gy,this study makes an in-depth analysis of the internal and external factors of labor migration in western Guangxi by using empirical methods,and concludes that the type of household registration,the situation of raising kids and support parents,the level of education and the degree of labor skills are the internal fac⁃tors affecting the labor migration in the region,while the income and welfare,and the geographical distance from relatives and friends are the external factors.
