摘　　要：新发展格局的构建、《区域全面经济伙伴关系协定》(RCEP)的签署以及第四次工业革命和数字化浪潮的持续推进,为中国与共建“一带一路”国家产能合作高质量发展提供了机遇。同时,当前中国与共建“一带一路”国家产能合作也面临一些问题,主要表现在:顶层制度设计尚需完善,配套服务体系亟待加强;多种风险交织,部分东道国的营商环境存在恶化的趋势;部分发达国家推行单边主义,对中国企业开展国际产能合作构成障碍。为促进中国与共建“一带一路”国家产能合作高质量发展,需要采取以下措施:完善顶层制度设计,创建机构创新机制,加强合规性建设,实施本土化经营,推进第三方市场合作,充分利用数字化技术。The construction of a new development pattern,the signing of the Regional Comprehensive Economic Partnership(RCEP)Agreement,and the continuous promotion of the fourth industrial revolution and the digital wave provide opportunities for high-quality development of production capacity cooperation between China and BRI partner countries.The main problems existing in the current capacity cooperation are as follows.First,the top-level system design needs to be improved,and the supporting service system needs to be strengthened;second,a variety of risks are intertwined,and the business environment in some host countries is deteriorating;third,some developed countries implement unilateralism,which restricts Chinese enterprises from carrying out international production capacity cooperation.In order to promote the high-quality development of production capacity cooperation between China and BRI partner countries,this paper puts forward relevant countermeasures and suggestions from the aspects of improving the top-level system design,creating an institutional innovation mechanism,strengthening compliancee construction,implementing localized operations,promoting third-party market cooperation,and making full use of digital technology.
