摘　　要：从对比研究若干省市对突发公共卫生事件的应急立法,总结地方立法路径,重点提炼地方立法中的创新制度内容和实践价值;围绕强制性制度措施的柔性破解、创新特色制度措施的挖潜增效,提出具有指引性和可操作性的技术路径。By comparing the emergency legislation of several provinces and cities on public health emergen⁃cies,this paper summarizes the local legislation path,and focuses on the content and practical value of the innova⁃tive system in local legislation,centers on the flexible cracking of compulsory institutional measures and the en⁃hancement of innovative characteristic institutional measures,and puts forward a technical path with guidance and maneuverability.
