摘 要:2023年1月,吉林省长春市、吉林市和四平市对符合条件的首套住房商业性个人住房贷款利率下限调整到了3.8%。本文针对政策调整后居民房贷提前还款情况,对吉林省内金融机构、房产中介、购房者等80个调查对象开展调研,发现:首套房贷利率下调引发“提前还贷潮”,导致银行个人房贷下行压力加大、投诉纠纷事件迅速增加、潜在金融风险上升等问题。对此,建议允许银行与购房者协商存量房贷利率“让利保规模”、加大存量购房者税收减免、加强行业自律、打击不良中介、引导公众预期以应对提前还款加剧。January 2023,some cities of Jilin Province lower the limit of interest rate to 3.8%on commercial personal housing loans for the first set of housing.To know about the changing of the residents’housing loans in Jilin Province,we research 80 respondents,such as banks,loaners and real estate agents.We found that part of residents giving back loan forward because of the interest rate adjustment,which leads to banks’individual home loans downward rapidly,the complaints and disputes increase signifi cantly,the probability of potential financial risks increase.In response,the banks should be allowed to negotiate with home buyers on the interest rate of existing housing loans to increase the scale of interest and insurance.The goverment should increase tax relief for existing housing buyers and guide public expectations in response to the intensifi cation of mortgage repayments.
