从强身健体到维护地方治安:近代天津体育社的活动探析

摘　　要：天津体育社是近代社会中为挽救国家危亡,变革社会风气而建立的民间社会团体.其积极开展军事操练、维护地区治安和防灾救灾等活动,并制定一系列相关章程,为改良社会风气,教化民众作出了积极贡献.但地方政府对天津体育社始终保持高度警觉,不仅派遣警务负责人长期兼任社长,把控体育社的相关活动,还通过减免或取消体育社的财政支持,对其开展的社会性活动持消极乃至压制的态度,使天津体育社虽为民间社团,却从未脱离政府的控制和干预,达到相当程度的独立性.最终,天津体育社因其中心任务发生改变,过多地承担警察的职责,有别于其他民间社团,导致角色转变,划归警局管辖.Tianjin sports club is a civil society organization established in modern society to save the country from danger and change the social atmosphere.It has carried out military exercises,maintained regional public security and disaster prevention and relief,and formulated a series of relevant regulations,which has made positive contributions to improving the social atmosphere and educating the people.However,because the sports club is controlled by the government from internal management,task assignment to funding source,and takes too much responsibility for maintaining local public security,which makes it different from other non-governmental organizations,and finally leads to the change of role,which is under the jurisdiction of the police station.
