摘　　要：以提升科学数据统筹管理能力为目标,探索我国科学数据中心体系建设推进策略;综合运用网络调查法、文献研究法和比较研究法,调研了我国科学数据管理政策与科技资源管理平台,总结了美国NASA、英国UKRI、澳大利亚ARDC的科学数据中心管理情况,指出我国科学数据中心体系建设尚存在基层实施细则滞后、部分层级科学数据中心建设进展缓慢、管理运维模式差异显著、科学数据中心评估认证推进较慢等问题,从推动科学数据中心政策体系完善与发展、建设三级弹性科学数据中心体系、分级分类设计科学数据中心建设与运维规划、推进自主可控的科学数据中心评估与认证体系建设工作等方面,提出了推进科学数据中心体系建设的发展建议。With the goal of enhancing the capacity of scientific data coordination and management,this paper explores the strategy of promoting the construction of China’s scientific data center systems.This paper investigates China’s scientific data management policy and scientific and technological resource management platform by using network survey method,literature research method and comparative research method,summarizes the management of scientific data centers of National Aeronautics and Space Administration,UK Research and Innovation and Australia Research Data Commons,and points out that there are still some problems in the construction of China’s scientific data center system,such as the lag of grassroots implementation rules,slow progress in the construction of some levels of scientific data centers,significant differences in management,operation and maintenance modes,and slow progress in the evaluation and certification of scientific data centers,puts forward development suggestions to promote the construction of scientific data center system from aspects of promoting the improvement and development of scientific data center policy system,building a three-level flexible scientific data center system,designing the scientific data center construction and operation and maintenance planning based on gradation and classification,and promoting the construction of independent and controllable scientific data center evaluation and certification system.
