数字融入、政府绩效评价对政府公信力的影响

摘　　要：文章基于CSS2019数据探讨了城镇居民的互联网数字融入水平、政府绩效评价对不同层级政府公信力的影响。结果表明:使用互联网频率越高,对乡镇政府的信任程度越低;对互联网价值认同程度越高,对区县政府的信任程度也就越高;随着对政府发展经济、法治建设、政务透明、服务供给四个方面的绩效评价提高,区县、乡镇政府公信力显著提升;随着对政府社会治理、法治建设、服务供给三个方面的绩效评价提高,中央政府公信力显著提升。因此,乡镇政府应完善网络综合治理体系,中央政府应完善社会治理顶层设计,加快责任型、法治型、透明型和服务型政府建设。Based on the data of the 2019 China Social Status Comprehensive Survey(CSS),this paper discusses the impact of urban residents’digital integration level and government performance evaluation on the credibility of different levels of government.The results go as the following:The higher the frequency of Internet use,the lower the level of trust in the township government;the higher the recognition degree of the Internet value,the higher the degree of trust in the district and county government.With the improvement of the performance evaluation of the government in economic development,rule of law construction,government transparency,and service supply,the credibility of district,county,and township governments has been significantly improved.With the improvement of the performance evaluation of the government in social governance,rule of law construction,and service supply,the credibility of the central government has significantly improved.Therefore,township governments should improve the network comprehensive governance system;the central government should improve the top-level design of social governance,and speed up the construction of a responsible,rule-of-law,transparent and service-oriented government.
