摘　　要：发展只是共同富裕的必要条件,只有恰当、均衡的发展才可能与共同富裕建立起确定的对应关系。新发展理念为恰当、均衡发展研究提供了一个科学的分析框架,一国或者一个地区通过高质量发展,能够达成共同富裕。在实践中可能存在两类发展与共同富裕不能平衡,一是发展没有能够带来共同富裕,二是共同富裕不是高质量发展的结果,从而缺乏保障或者不可持续性。应通过创新发展、协调发展、绿色发展、开放发展、共享发展,以全面、系统、均衡框架推进共同富裕。相关研究进一步深化了高质量发展是共同富裕动力源泉、平衡杠杆、美丽底色、外部条件、价值遵循这一命题的认识。Development is only a necessary condition for common prosperity.Only appropriate and balanced development can establish a definite corresponding relationship with common prosperity.The new development concept provides a scientific analytical framework for researching appropriate and balanced development.A country or region can achieve common prosperity through high-quality development.In practice,there may be two types of unbalanced development with common prosperity.One is that development does not bring about common prosperity.The other is that common prosperity is not the result of high-quality development,as a result,prosperity lacks guarantee or is not sustainable.We should promote common prosperity in a comprehensive,systematic and balanced framework through innovative development,coordinated development,green development,open development,shared development.Relevant research has further deepened the understanding of the proposition that high-quality development is the power source,balance lever,beautiful background,external conditions and values follow of common prosperity.
