摘　　要：EPC是国内外广泛认同的一种工程项目组织实施方式,但在我国重大水利水电工程建设中并未得到广泛应用。在分析重大水利水电工程建设特点和我国水电建设市场发展的基础上,针对EPC项目交易治理结构主要问题进行优化,包括项目总体上采用“总价”计价方式,但对部分“现场数据”不确定性大的子项工程采用带有风险分配的计价方式,以激励承包方优化工程;对工程总承包方要求构建紧密型联合体,即合营企业,使工程设计与施工深度融合,以充分挖掘市场主体潜能,并充分发挥工程总承包方式的优势。两个工程案例显示了上述优化方法的有效性。In construction projects,EPC is a method widely used at home and abroad,but it is not widely used in the construction of water conservancy and hydropower megaprojects in China.Based on the analysis of the construction characteristics of water conservancy and hydropower megaprojects and the development of China's hydropower construction market,the main issues of EPC project transaction governance structure are optimized,including the use of the“total price”pricing method for the project as a whole,but for some sub-projects with large uncertainty of“site data”,the pricing method with risk allocation is adopted to motivate the contractor to optimize the project.And the general contractor of the project is required to build a tight consortium,namely cooperative enterprise,so that the project design and construction can be deeply integrated to fully exploit the potential of market entities and give full play to the advantages of the general contracting transaction method.The effectiveness of the above optimization methods are demonstrated by two work cases.
